My birth was a contravention of the law.
I was born before 2016, at the tail end of the Chinese One-Child Policy era. Between 1949 and 1980, China’s population increased dramatically from 540 million to 969 million. To curb this population growth, Deng Xiaoping’s government enforced this policy that restricted most couples to only a single offspring. Its, purpose, it was argued, support the country’s economic boom. Enforced by the National Health and Family Planning Commission, violators of the policy faced fines and forced abortions. Second children of parents who could not afford the fines were excluded from the national household system. Consequently, such children did not exist legally and therefore, did not have access to basic social services. The policy, however, had other unforeseen outcomes that caused policymakers to rethink. For instance, the Chinese culture furthered preferences for male children forced abortion of female fetuses, and an imbalance in gender numbers. Being born before 2016, therefore, means my birth was illegal.
Many mothers who gave birth to second children in this era, took a huge risk. Some carried their children to terms in hiding to avoid the abrasive and pompous family planning officials, especially in areas where enforcement could turn violent. Some were forced to live with or bury the painful trauma of forced abortions, sex became a service to the government, literally taking an official tone, and the scrutiny and harassment of women became rampant both within and without households. This was their sacrifice for the realization of the greater goal of slowing down the Country’s population growth. Sometimes it feels like my mother is a hero, not for abandoning the national cause, but for standing up against a policy that was becoming problematic. But again, if she had opted for an abortion, she would still be the hero for supporting government efforts to control population growth.
Being born at this time was confusing. At home, there was always an air of uncertainty and a feeling of concealment. No matter how my parents managed to eliminate it, it always stared back like a migraine.
