Description

Bilingual education is different from traditional language education programs that teach a second or foreign language. As Garcia (2009) highlights, traditional programs teach the second or foreign language as a subject, whereas bilingual education programs use the language as a medium of instruction (p. 6). But what is bilingual education? How do educators and policy-makers determine which languages to use, to what extent, and for what purposes? The answer depends largely on the underlying ideology or orientation toward bilingualism and the education of linguistically minoritizedgroups. 

Ruiz (1984) identifies three distinct language orientations: 

  1. language as a problem
  2. language as a right
  3. language as a resource

For this activity, we will use the lens of language orientations to understand the sociocultural and political forces that have shaped bilingual education programs in the U.S.

According to the first video, language is a problem resulting in conflicts in the education sector and violation of individuals’ rights by eliminating bilingual education. Anti-Bilingual education policies deny learners their fundamental human right to learn native languages (English4Children, 2010). Elimination of bilingual education in schools undermines the role of education that stipulates that teachers should direct children’s education to develop children’s respect for their parents, culture, language, and practices. Anti-bilingual policies undermine social justice and violate individuals’ civil and human rights. They also damage multiple languages and cultures for students. Every child has the right to learn at least two languages, including their mother tongues.
According to the second video, language is a right for each person to speak and transmit to their children to keep the culture alive. The Navajos are minority language speakers in the United States, an English-dominant nation, and they have the right to speak their language without discrimination (VOA, 2015b). Education is crucial for promoting awareness of language discrimination and improving attitudes that value linguistic and cultural diversity. Navajo children have the right to learn their native language.
According to the third video, language is a resource. Participants view bilingualism as a source of knowledge crucial for identifying a range of personal competencies. Learning multiple languages enables students to navigate linguistic and cultural borders. Bilingual enables students to communicate with a broader range of people and access literature in numerous languages (VOA, 2015a). Also, it breaks down the cultural and language barrier facilitating the connection of people in the society.
