Despite the U.S.-led counterterrorism efforts, global terrorism is now one of the major threats of the 21st century. Moreover, open societies have increasingly faced the threat of foreign and homegrown terrorists such as al-Qaeda-affiliated terrorist groups that use more sophisticated methods to recruit foreigners and spread propaganda (Magen, 2018). Global terrorism is also difficult to stop because the U.S. campaign against terrorism has mostly relied on the use of military force. Military force can indeed be used to kill terrorists, their leadership, and destroy the training camps and infrastructure used by terrorists. However, military intervention has its downsides as seen in Iraq and Afghanistan where the 2003 U.S-led invasion resulted in major disruptions in the rule of law, fueled anti-American sentiments among many Muslims, and contributed to the rise of the Islamic State in Iraq and Syria (ISIS) (Yosufi, 2016). Meanwhile, terrorist networks in the Sahel region and the Middle East have become stronger because of the lack of political will to address issues of political and economic inclusion (Darden, 2019). Therefore, global terrorism cannot be stopped, but it can be managed.
