Public Policy: Poverty
Exercise 1.1
A.
A societal problem is described using two ingredients: “(1) a clear statement of the undesirable societal condition, including the specification of its geographical setting, and (2) an indication of how the condition threatens the pursuit of one or more of the six societal goals.”
B.
The chosen societal category is poverty and here is an electronic source of a newspaper article from the Philippines:
I am interested in this societal category because based on the article, the families from the Philippines that call themselves poor increased by 1.5 million. Their current president is expected to resolve the issue within the first year of his administration, but it so far even the Filipinos know they do not feel the changes. The increase is alarming because by this time, it should already be declining. The number of correspondents of the survey is enough to determine whether there is progress or failure. In addition to this, the government admitted to not doing enough to improve the lives of the poor in their country. Hence, the government has to act stronger in addressing the poverty problem. They should urge businesses, significant stakeholders, and the civil society to cooperate in solving this problem.
The government needs to take more initiative like giving the senior citizens higher pension, the indigents need access to free medicine, and other benefits to those who serve their country. If they will not work together, the burden will be carried on even to the next president. Ernesto Abella said: “While circumstances are quickly improving, people need to know what is available out there.”
Exercise 1.2
A.
“A public policy is and actual or proposed government action intended to deal with a given societal problem. An example of a public policy is the New York State law that changed the drinking age from a nineteen to twenty-one.”
B.
The government made a new set of laws to help resolve the poverty in the Philippines. The administration is aware of the need for urgency to address a lot of issues. One of them is education, but the government decided to make changes to help this problem. Here is an article showing a legislative action done by the government to address the problem:
Based on the article, they allowed cash transfers, the tuition fee will be free in state universities and colleges, but it will undergo jurisdiction to implement proper rules and regulations. The K-12 program has started in the Philippines and they are promoting responsible parenthood. The reproductive health law is being modified to control birth because it also contributes poverty.
The Philippine government is doing administrative actions to deal with the poverty situation in their country. An example of an article is attached to describe these:
According to what is stated in the article, reducing poverty would mean they have to do a reform on the assets available such as land, housing, and others. Furthermore, they will aim to build programs for the benefit of the Philippine economy because it will improve the lives of the Filipinos in all soci...
