Strengths
Bridgman clearly identifies the framework to be utilized in his paper. He begins by explaining the problem and ends by stating that his paper will offer a solution based on the available alternatives (systems). This framework can answer his research question. His outline also shows the steps to follow in the research process.
Weaknesses
The research outline would flow better if Bridgman started with an introduction rather than the problem. The research question, significance, and methodology can be included in the introduction section so that the problem (whether the Department of Defense should benchmark the Air Force's deployment of the Defense Biometric Identification System (DBID) is discussed separately in the paper's second section.
