The Governmental Accounting Standards Board (GASB) has established accountability as the cornerstone of financial reporting for governments. Accountability, as defined by GASB, includes budgetary and fiscal compliance. In this assignment, you will explore a local government's Comprehensive Annual Financial Report (CAFR) for the elements of the CAFR and how those elements are incorporated by a local government.
Your professor will assign a local government CAFR that is similar to the CAFR presented in your textbook.
Instructions
Write a 3–5 page paper in which you do the following:
Compare and contrast the CAFRs in three categories:
Publication method.
The existence or non-existence of an internal audit function.
At least two key features of the external audit information.
Compare both the internal and external audit information presented.
Include the publication method of the CAFR for the assigned local government entity with the governmental entity being used for your Continuing problem.
Analyze each of the three sections of the assigned local government CAFR using the questions presented in Chapter 2 Continuing Problem as a basis:
The CAFR includes statements that combine and report on the government’s activities from both a government-wide and a fund perspective.
The CAFR is divided into three sections – introduction, financial, and statistical.
Using the assigned local government CAFR, analyze each of these sections using the questions presented in the Chapter 2 Continuing problem as a basis.
Analyze the local government methods used in the preparation of the Budget-to-Actual reports in the CAFR, including the basis of accounting used, significant variances, and other local government financial-related legal or contractual requirements.
The Budget-to-Actual reports in the CAFR are the foundation of evaluating budgetary compliance.
Analyze the local government CAFR, identifying at least three primary revenue sources from both governmental and enterprise funds. In your analysis, include:
Revenue rates.
Revenue trends.
Whether the delay remains in the recognition of revenue.
The statistical section is a good source of rate and trend information.

The publication methods for the Comprehensive Annual Financial Report (CAFR) of Winston-Salem, NC and Cary, NC are relatively similar in that they follow the same standardized case report format. Both have format neutral contents and can be broken down into three main sections: the introductory part, the financial part, and the statistical part. The audit and budget information for the towns of Winston-Salem, NC and Cary, NC are also similar: both are line-item budgets and classify different types of revenues and expenditures. They employ an intricate and comprehensive recording system for every financial dealing, including the purpose and amounts of expenditures. The two CAFRs have different budget variances. For instance, the final revenue budget variance for Winston-Salem, NC is negative while that for Cary, NC is positive which means that the latter was more successful in meeting its revenue projections. The final expenditure budget variance for Winston-Salem, NC is positive while that for Cary, NC is also positive although the former managed to reduce its expenditures by a larger margin.
Still, Winston-Salem, NC had significant expenditures over revenues unlike Cary, NC, which had a positive variance. Both towns were audited by public accounting firms. The audit report issued for Winston-Salem, NC was a qualified report: the independent auditor assured that no material misstatements were discovered in the financial section. However, the accuracy of the introductory and statistical sections of the town’s CAFR could not be verified. On the other hand, the audit report issued for Cary, NC was also a qualified report and the independent auditor did not find any misrepresentations in the town’s financial records. However, the introductory and statistical sections were not audited and therefore their verity could not be assured. Both towns have an internal audit function that ensures the effective, timely, complete, reliable, and efficient financial reporting of all operations. The introduction section of Winston-Salem, NC CAFR entails the letters of transmittal (detailing the dates the report was made publicly available as well as all-purpose information about the town), a list of the primary officers of the town’s government, and organizational structure of the government.
On the other hand, the financial section of the CAFR includes the independent auditor’s report, the management discussion and analysis, the government’s financial statement, and other necessary supplementary information.
