There is really no problem maintaining LOC S or better during the period of construction. Level of Service C (LOS C) is typically considered as the minimum acceptable Level of Service for roads in rural areas and LOS D for roads in urban areas. Level of Service C provides for flow with speeds close to or at the free flow speed (FFS) of the freeway. In essence, freedom to maneuver in the traffic stream will be noticeably limited, and lane changes necessitate more vigilance and watchfulness on the part of the driver.
