Development of a well laid out curriculum requires a well set out action plan. Four phases can be adopted to develop an all-inclusive curriculum: the first step involves carrying out an action research, then developing a proposal, thirdly implementing and monitoring a trial program and then finally absorbing the program. Carrying out a good research takes about six months. During this period, the research staff gets to understand more about their current program while at the same time gaining new experience from the research field.
