Background
The proposal to share information in order to facilitate the sealing off shale wells that are nonoperational or near being abandoned is one of the issues that would improve environmental protection in Pennsylvania. There are various competing interests in the oil and gas industry. On one hand, the industry is employing a lot of people but with the plunging of oil and gas prices over time has led to a scale down of operations. However, players in the oil and gas industry have increasingly abandoned wells without proper measures to ensure safety to the residents of Pennsylvania and other areas.
Bradford area of Pennsylvania has seen these changes from being one of the top oil and gas producers in the U.S to having ageing infrastructure that costs a lot to maintain, and a declining population. The abandoned oil wells are at times leaking given the rusting steel is prone to damage easily especially when left abandoned. Even though, the Abandoned & Orphaned Well Program under the Department of Environmental Protection in the area has been crucial to deal with the abandoned well, the council can be more vigilant to enhance the environmental protection.
Improve the status of the environment in this community.
Since the problem is costly to fix, there is a need to first collect information on all the abandoned wells in the county that have not been catered for by the Department of Environmental Protection. As such, the money will be spent on collaborating information and assisting to map out areas where there has been reported leakages of methane gas. At the same time, companies will be tasked with assisting more in proving information about their abandoned wells, but for those already abandoned wells, then the Environmental Department will b responsible for overseeing improvements to limit emissions.
Environmental justice
The case for environmental justice in the proposal is that the environmental degradation has both factored the impact of leakages from the abandoned wells (Fang & Duan, 2014). Through having stricter policies to limit gas emissions then the failure to act will likely be detrimental to the residents of the area.
