Tackling drug addiction should go beyond legislative initiatives as drug users have found ways to abuse and substitute illicit drugs even when the penalties are high. Social influence on drug abuse cannot be ignored as those exposed to substance abuse are more likely to do the same (Griffin & Botvin, 2010). Legislative attempts criminalize the abuse of drugs, but do not tackle the root cause of the problem. Stricter laws are a deterrent to some extent, but drug users’ battle addiction problems making it difficult for them to reform.

Even when classifying drugs based on their potency legislators are more likely to place restrictions on some drugs more than others. However, the legislative attempts fail as substance abusers substitute one drug with another as they are still addicted to drugs and ‘get high’. Diversion where drugs have been redistributed to a person who was not previously prescribed is one of the reasons that have made it difficult to deal with people abusing prescription opioids (King et al., 2014).

Previously those abusing illicit drugs like cocaine were heavily scrutinized an punished by law enforcement officers when the problem was mostly confined in drug infested areas, but the abuse of heroine ad opiates has spread to the heartland and other areas. There is recognition that inadequate mediation- assisted treatment centers would expand access to drug addicts, but efforts to achieve this have been slow (Sanburn, 2016). The more people are informed about the rehabilitation centers and metal health services the more they are likely to seek these services.
