This quote helps to inform the reader that the society in question is under a strict quota system. Including this in the opening sentences of the short story gives it perspective and makes it easier to understand the events that follow as well as the conversations that ensue.

Marie feared the unknown. The story starts by describing how she was born and how her mother decided to act against the laws of the land. Her life was full of uncertainties and in one instance, she is talking to Nina who appears deep in her thoughts. Even though she trusted Nina, she did not know for sure whether Nina would listen to her and not consider getting herself pregnant.
