Federalism is complex since its network relations between the state, national, and local governments are ever dynamic. Federalism divides power between two parties (Beer, 7). For example, the state and national governments. Federalism requires the local government and state government to work closely. For example, in the United States, the FBI organization, which is a state team, must work closely together with the police forces to fight terror attacks. During an epidemic disease, the health state agencies, local hospitals, and the federal government have to cooperate to control the disease and preventive measures (Beer, 8). Moreover, when federal taxes go down, it affects the state governments since they depend on federal government financial support. Thus, this makes it complex to know where the level of the government starts and ends.
