Ramsamy, Ditlopo, and Rispel (2021) have corroborated this concern by identifying poor coordination as a primary contributor to the inability of healthcare professionals within a South African provincial health department.
Another issue is that the strategic planning process needs a well-defined framework for monitoring and evaluating progress toward achieving the stated goals and objectives. With such a framework, tracking progress and determining areas where improvements can be made is more accessible. According to Wales (2021), the lack of monitoring and evaluation is a factor that contributes to the high incidence of multi-drug-resistant tuberculosis in the City of Johannesburg Metropolitan Municipality.
