The challenges for planner in addressing slums in the worlds poorest cities
Through various poverty assessments, academic research and city level studies, there are a number of slum challenges, thus creating a lot of concern to all urban residents. As a result, the study shows that one third of all urban residents are poor (Sanderson, 2000). On the other hand, they live in small cities and towns where the rate of poverty tends to be higher than in large cities. Additionally, the number of poor people in slums is predicted to rise and poverty will increasingly be a great urban phenomena. Currently, many studies of poverty are carried out at the national level to predict the key challenges affecting the planners in alleviating poverty in slums. However, issue of slums in various developing countries is very complex and is seen to cut across numerous disciplines. The issue of slums is a concern to both slum dwellers directly and indirectly to all the local national economies and societies in which the slums exist (Tipple, 2005). Genuine efforts by the government to deal with the issues are already set in place; however, planners are faced with a number of challenges in the context of addressing slums in the world's poorest cities. The challenges are discussed below:
Limited public resources to deal with slums challenge
Developing countries have tried to carry out urban planning and slums alleviation, however, scarce public resources is the key challenge to address the issue. As seen in a number of countries, national governments use established regional authorities to address issues affecting its people. Additionally, the regional authorities will distribute the countries resources to its people and plan for major investments in urban infrastructure. The most limited resource to deal with slum challenge is land. The problem of land is as a result of authorities' failure to adequately put in place regional land use planning end target (Ravallion, p, 740). Community input on land use remain to be very poor, thus does not meet the need of the poor communities. The planners will need to address land issue and situate them to the broader ways that they can be used to distribute poor people from the slums.
Solution to the above challenge
In order to deal with this challenge, the government in collaboration with planners should adopt local land use and regulation and planning strategies to distribute the poor people residing in slums into underutilized land; there is a huge extent of land that exists and is not in use. If this forum is followed, the number of poor people in slums will reduce in huge numbers.
