The Standing Committee on Access to Information, Privacy and Ethics (ETHI) of the Canadian Parliament presented this report (attached below) to Parliament in February, 2018. Part 2 of this report discusses the foundational concept of consent and how it might need to be modified.
Briefly discuss the meaning of consent within the privacy context, the challenges it is faced with, and possible enhancements. Find and briefly describe a technical proposal that facilitates consent, such as described in this paper - J. Iyilade and J. Vassileva, "A Framework for Privacy-Aware User Data Trading", International Conference on User Modeling, Adaptation, and Personalization (UMAP) 2013, pp 310-317(attached below). Data privacy is a key issue, especially concerning information technology. Data privacy involves protecting personal information and deciding what information to share and with whom. This is where the concept of consent comes in. Consent, in the context of privacy, refers to the autonomy of an individual when it comes to using and sharing of their personal information. According to the report presented to the Canadian Parliament [], consent implies a voluntary decision by the user to give out their personal information in exchange for personalized services. However, consent has to be meaningful in the sense that individuals have to understand what kind of data will be collected, by whom, and for what purpose. Consent is faced with several challenges. One, individuals fail to understand the consequences of their consent. As revealed by Politou, Alepis, and Patsakis [], users have to have a clear understanding of the issues and the implication that their consent will have on them in the future. This includes issues such as a breach of the organization’s data, which may lead to the leakage of personal information to the public. However, most individuals lack a clear understanding of such implications when they give consent and only think about them when it is too late. Two, sometimes, users give consent for their information and later on, organizations find other uses for the same information. In such cases, it is not possible to give the user a privacy notice in advance []. Thus, users are not able to make informed decisions by taking into account what other purposes their data will serve.
