  2. A criticism of this position by Fischer et al., who have a different perspective on how public policy should take into account emotional and cognitive development in juveniles.
  3. A rebuttal of the Fischer position by Steinberg et al.

Your specific goal for Paper Assignment 2 is to analyze the arguments in the three papers, construct a coherent argument about the role of studies of cognitive and emotional development in setting public policy guidelines, and support this argument with specific evidence from the papers. 1.0. Introduction
Brain development of adolescents as a guide to set public policy is a controversial area. A careful assessment of contrasting views suggests that it is ideal not to consider this area while setting a public policy to be on the safer side until neuroscience evolves the ability to distinguish between intentional and impulsive behaviours authentically.
2.0. Steinburg et al.’s Views
According to Steinburg et al., it is hard to set aside the evidence suggesting that adolescents are far from mature (Shaffer & Kipp, 2014). It is believed that the incapacity to “exercise rational choices” in given circumstances makes them undeserving of punishment or reduces their legal liability (Steinberg et al., 2019). The theorists from this category apply this reduction of liability to major convictions, such as abortion and murders among juveniles and stress upon legal concessions in public policy on the pretext of unintentional impulses driving them into these actions.
