The response to the Boston bombing showed the importance of relationship building in emergency preparedness. The relationship between the Boston Public Health Commission and Walgreen's epitomizes the importance of public-private sector cooperation and how it pays off during an emergency.

Question One
Public-Private Partnerships (PPPs) have been used and are still being used in public health to protect the public. One such partnership exists between the Florida Division of Emergency Management (FDEM) and the Florida Outdoor Advertising Association (FOAA). This partnership was established during Tropical Storm Fay and FOAA displayed 37 different emergency messages on over 75 digital billboards across 11 counties (Federal Emergency Management Agency (FEMA), n.d.). The state emergency response team can send critical information to the public at no cost through this partnership. A new partnership with the private sector is necessary, especially in the rebuilding efforts after a storm as it will ensure that new, cutting-edge technology is used in building more resilient infrastructure in the affected areas. PPPs promote active mitigation efforts because they are provided with assistance in accessing safer building materials as well as training (Chan & Theodosis, n.d.). Thus, public health officials should utilize PPPs to ensure that existing infrastructure is safer and can withstand storms.
Question Two: Mitigation
As the Director of Health of New Orleans, I understand that New Orleans is prone to hurricanes. Mitigation efforts, thus, are limited to only reducing the damage caused by such an emergency (Module A). There are existing measures that have been in place to mitigate the damage caused by hurricanes, such as home elevations. However, this has not been effective in the past and my priorities would be to reduce occupancy in low-elevation areas where activities such as home elevations are not enough.
