A. Many states have implemented drug testing policies for welfare recipients (Sheely, 2021).
B. Strict policies are implemented to deter welfare recipients from drug use.
II. Historical Description
A. Drug testing of welfare recipients can be traced back to PRWORA 1996 (Joseph 2019).
B. As a result of the policy, many potential beneficiaries were left out
C. The Welfare Reform Act of 1996 allowed states to adjust the ban based on drug testing.
III. Current Description
A. As a result of PRWORA, over 17 states have drug testing policies for Temporary Assistance for Needy Families (TANF) applicants and beneficiaries (Joseph, 2019).
B. Policies are implemented to deter individuals from using public assistance for drug abuse.
C. Representative David Rouzer, in 2021, introduced a bill, the Drug Testing for Welfare Recipient Act, targeted at beneficiaries of assistance programs (Congress.gov, 2021).
