Hazards and Risks Management

Research Paper Instructions:

Unit IV Research Paper
For this assignment, you will evaluate the efforts undertaken by your community to identify hazards and risks. Conduct an Internet search for the local hazard mitigation plan, emergency operations plan, or even the general development plan that identifies hazards that your community faces. Your evaluation will be at the local government level—either municipal or county. Do not evaluate state-level efforts.
After you have completed your research, write a paper that addresses the components listed below.
Discuss the completeness of the plan in identifying hazards in your community.
Discuss how the hazard mitigation activities of various sectors support the whole community approach.
Evaluate the commitment of the community to keep the plan up-to-date.
Share what improvements you believe can be made to the plan and the roles that the government and private sectors may play in risk management.
If the plan is not available online, retrieve a copy from the person at the local government agency that is responsible for this requirement. You will cite this information in your paper.
Your paper must be at least two pages in length, not counting the title or reference pages. Your paper must adhere to APA format.

Hazards and Risks
Communities play a fundamental role in preparation and response to hazards, disasters, and other emergency events. Preparedness involves transforming awareness of hazards or risks the community faces into feasible actions that improve the capacity to respond and recover from a calamity. The response involves a timely reaction to rescue, recover, restore, and mitigate a disaster's outcomes. Communities play a proactive role in both disaster preparedness and mitigation. This paper focuses on a local hazard mitigation plan involving the Baltimore Disaster Preparedness and Planning Project: A combined all-hazards mitigation and climate adaptation plan of 2013.
Disaster response is a rapidly evolving practice due to its far-reaching implication that disasters bring. The art of preparedness focuses not only on the immediate response but also on prolonged recovery, reconstructions, and considering the whole infrastructure and society as a system, which each unit should be focused on with interrelatedness (Islam & Ryan, 2015). The purpose of the local hazard mitigation plan is to identify the hazards, review and assess past disaster occurrences, evaluate the probability of future occurrences and set measures, goals, or interventions that mitigate potential risks, reduce or eliminate long-term risk. Local hazard mitigation plans involving communities are usually approved for mitigation grant funding. However, these communities must adhere to a set of prescribed requirements outlined by the Federal Emergency Management Agency (FEMA) (Frazier et al., 2013).
