This agreement was established to ensure increased efficiency in healthcare provision by adopting a health exchange program between healthcare providers. HIEs can improve care coordination, lessen duplication of services, and increase patient safety by facilitating the secure and efficient interchange of patient health information (Dullabh et al., 2013). State governments were mandated to facilitate the funding and establishment of exchange programs between various healthcare providers.

The key areas in the agreement included the governance structure, which stipulates that the respective states will establish governance structures for the exchange programs. The governing body should include all key stakeholders, like healthcare providers and consumers. Another area included in the agreement is privacy and security guidelines. The agreement requires HIEs to ensure the privacy of patients is maintained as per state and federal laws (Dullabh et al., 2013). Another key area stated in the agreement is technical infrastructure. The HIEs should ensure they have the technical expertise to support the exchange program. Equally, the agreement included the financial sustainability area, which stated that HIEs should have a clear and concise way to raise funding for facilitating the program's operations.

All 50 states in America have joined the agreement. Some states are motivated to join by funding needs. Some states prefer joining the program since it provides part of the funding to set up infrastructure development for the exchange program (Dullabh et al., 2013). Other states join because of stakeholder engagement initiatives, where the stakeholders aggressively demand the program due to its benefits. Another motivation to join is policy priorities. States that prioritized healthcare technology joined the program once it was established since it aligned well with their priorities.

All states received funding under the agreement. The funding was provided through a series of stages. Most states sought funds to fund the establishment of technical infrastructure to support the exchange program (Horrocks et al., 2022).
