  • Sam is the Stormwater Specialist getting promoted
    • due to the alignment of his skills and experience
    • Stormwater positions are funded by the Stormwater Fee on Citizen Water bills
    • “Insourcing” the new position is a new requirement from TCEQ because of our annexation
      • Specifically, a 6^th Minimum Control Measure (MCM) was added which requires the City to create a process to identify industrial Stormwater sources and minimize their impact to the surrounding surface waters.
      • Scott Butler is the Director of Finance
      • Brian is the PW Director and has a professional engineer license
      • Kellynn is the Admin Mgr
      • Both positions will sit in building B on the Gillingham campus
      • The campus doesn’t have reserved parking
      • Always include “Public Works staff is available for questions”
      • Make sure to have a call to action at the end of the memo “with your approval…”
      • Don’t let the memo take up more than one page on the template
      • Stormwater fee was implemented 1/1/2023
