Western Water Policy
In light of population growth, Nevada must continue to seek new resources for water consumption. Options include working with farmers and states, such as California, Arizona, Idaho, and even the country of Mexico. There are also various Lake Mead projects that could supply the needed water, as well as conservation projects within the state of Nevada.

Can you project the potential role the state government will need to fulfill in this scenario?

How much of a role should the federal government play in western water policy? Explain your answers.
Water is one of the resources that is often involved in political boundaries. In general, according to the federal system of the United States government, there is no particular single level of government that has given the full sovereign power over water. To implement this effectively, all levels in the government along with different administrative commissions, and regional autonomous agencies should be well-coordinated. The issues of quantity and quality of intrastate water are governed by the state or local government This level of government have substantial sovereignty in developing and managing water. To adjust solutions in regards to prioritizing local water development, local governments and agencies under state legislatures should require legal authority. This, the implementation of administrative approaches to the development and management of water is done by the states. On the other hand, the undisputed sovereignty in developing and managing the navigation on the bodies of water used for commerce, whether interstate or internationally, is under the federal government. Its involvement in the water policy is mainly to guarantee the growth of the national economy through the implementation of the development of state water resources. The coordination and cooperation of various levels of government such as federal-state, interstate, and interagency is required for an extensive process concerning water development, management, and regulation. Several programs are offered by the federal government focusing on water activities which include technical, scientific, and financial incentives (Carriker & Wallace, 1982). Another alternative is employing the use of federal–interstate compacts. Through these compacts, the participating governments are required to disseminate some of their sovereign power to a commission. Both state legislatures and Congress must agree to authorize such transfer. Compacts would then distribute water between States. Additionally, it can also be established to satisfy many water management needs (Getches, 2001).
